Dialogue with Vietnamese Government Consultants on an Inclusive Society

Under the title “Practical Strategies for Social Integration” government consultants from Viet Nam have travelled to France and Germany on a study trip from 13th to 19th March 2017.

“The higher the inequality within a country the lower the chances for wealth and development”, Director of the Organization for Economic Cooperation and Development (OECD), Mr. Jan Rielaender, stresses. The economic scientist warned, that this would be valid for developing, emerging and industrial countries alike. As reasons for economic stagnation of developing countries Mr. Rielaender names high inequality on all levels of society, insufficient industrial development and low productivity paired with bad macroeconomic management.

In a discussion with Dr. Dao Qung Vinh, Director of the Vietnamese Institute for Labour and Social Sciences (ILSSA), the two scientists analyzed the situation in Viet Nam; an emerging country that can look back at two decades of constant economic growth. Dr. Vinh notes that also in his country not all social classes profited the same from this development. The government of Viet Nam has therefore decided to build a social security system following the model of Germany. The Southeast Asian scientist emphasizes further that the Vietnamese government is determined to socially integrate all groups.

He continues by saying that one of the biggest challenges the country currently faces is the demographic development. Currently profiting from a demographic dividend Vietnam’s society is slowly aging and in the foreseeable future will face similar problems like many European economies.

“In the service of democracy, peace and development” – that is the overarching motto of the work of the Hanns-Seidel-Foundation. This applies equally to its domestic tasks as well as its assignment abroad. Viet Nam seeks to create an inclusive society until 2020 in which all citizens have equal rights and opportunities. It is in front of this background that the Hanns Seidel Foundation is consulting and supporting the Institute of Labour Science and Social Affairs in building a social security system for Viet Nam.

The study trip’s programme included meetings with the OECD in Paris, the German Federal Ministry for Labour and Social Affairs, diverse social unions as well as the German Federal Parliament and the German Federal Council. The experiences gained during the journey will help to improve Vietnam’s social policies. “Together with the Hanns Seidel Foundation we will create a training module to strengthen the awareness of our representatives” Mr. Le Ha Vu, member of the Vietnamese National Assembly, stated visibly impressed.
