Development of Case-based Training Scenarios to Combine Theories and Practice

“Development of case-based training scenarios combines theories and practical applications so that the police trainees are able to analyze and think for themselves how they may react accordingly,” stated Police Superintendent Nelvin Ricohermoso as he addressed the participants to the Case-Based Scenarios Training of Trainors (ToT) held in Cebu City with the support of the Hanns Seidel Foundation (HSF). “Each material should specify the knowledge, practical, and communication skills that the trainee should obtain at the end of each training scenario,” Ricohermoso added.

Police Superintendent Ricohermoso, who heads the National Police Training Institute (NPTI) – Training Group, was among the trainors in the two-day ToT for over 20 National Police Training Institute (NPTI) Regional Training Center (RTC) Training Directors and Academic Staff and Police Instructors from the Visayas. A few weeks ago, a similar activity was held for Mindanao-based personnel. Other members of the training team included National Capital Region Training Center (NCRTC) Director Police Superintendent Ricardo Mariano, Regional Training Center (RTC)-03 Training Specialist Jimmy Gurtiza, and NCRTC Training Specialist Rowena Gimpes.

The Seminar-Workshop was held from October 26-29 and designed for training directors, faculty and police instructors from RTC Nos. 6 (Western Visayas), 7 (Central Visayas), 8 (Eastern Visayas), 18 (Negros Island Region) and 10 (Northern Mindanao).

Prior to the training activity, each delegation was tasked to develop ten case-based scenarios in police patrol, traffic and investigation specific to their areas of assignment. These materials were presented at the training and will ultimately be sent to the Core Group Secretariat (CGS) formed by the Philippine Public Safety College (PPSC) to promote and develop the use of case-based training within the PPSC.

The CGS which is based at the National Capital Region Training Center but includes members from the Regional Training Center (RTC) No. 3 and the NPTI’s Institute Training Group will consolidate the collected materials, remove duplicate cases, and conduct further review and edit for the materials to have standardized format and content. The end-result will form the contents of the “2nd or 2017 Edition of the “PPSC Case-Based Scenarios Training Manual” to add to already developed and standardized teaching material for training police recruits.

HSF has cooperative agreements with the Philippine National Police and the Philippine Public Safety College and provides technical and funding assistance in the conduct of human rights-based policing and practical case-based training, and the publication/production of training and information materials, among others.
