Development of Case-based Scenarios Training Materials to Incorporate Rights-Based Policing Principles

“Further to guidance provided by the President of the Philippine Public Safety College (PPSC), we are pleased to note that you will incorporate human rights based policing (HRBP) principles in the development of additional case-based scenarios for use in training police recruits and other officers,” stated National Capital Region Training Center Director Police Superintendent Roderick Mariano as he addressed the participants to a Case-Based Scenarios Training of Trainors (ToT) held in Davao City with the support of the Hanns Seidel Foundation (HSF).

Police Superintendent Mariano was among the trainors in the two-day ToT for over 25 National Police Training Institute (NPTI) Regional Training Center (RTC) Training Directors and Academic Staff and Police Instructors from Mindanao. Other members of the training team included NPTI-Institute Training Group Director Nelvin Ricohermoso, RTC-03 Director P/Supt Nestor Babagay, RTC-03 Training Specialist Jimmy Gurtiza, and NCRTC Training Specialist Rowena Gimpes.

The activity was held from October 12-15 and designed for training directors, faculty and police instructors from RTC Nos. 9 (Western Mindanao), 11 (Central Mindanao), 12 (Southern Mindanao) 13 (Northeastern Mindanao), the Autonomous Region in Muslim Mindanao.

The objective of the training workshop is for the RTC faculty and police instructors develop additional, region-specific case-based scenarios for training police recruits and other officers, based on the PPSC’s “Case-Based Scenarios Training Manual” which was developed and printed with HSF support.

Training focused on the development, use, and conduct of practical training exercises and to demonstrate the linkage between the theoretical subjects and the conduct of practical training and how a scenario could capture several subjects such as legal principles, police operational procedures, communication, self-defense, use of force, etc. The trainors incorporated basic principles, that when responding (to police situations) officers always: know police operational procedures and the legal basis of their actions; have the necessary practical skills obtained from repeated training exercises; and are able to communicate their actions as a means to inform and de-escalate conflict.

With respect to integration of HRBP principles in the design of training materials, the trainors emphasized “rights-based policing” as the police officers’ demonstrated “professionalism, competence and adherence to the rule of law/police operational procedures” at all times when responding to, or in the regular conduct of police operations.

HSF has cooperative agreements with the Philippine National Police and the Philippine Public Safety College and provides technical and funding assistance in the conduct of human rights-based policing and practical case-based training, and the publication/production of training and information materials, among others.
