Consultation Workshop on “Promoting the Employment of the elderly”

HSF Vietnam collaborated with the long-standing partner-ILSSA to host a hybrid consultation workshop on promoting older people's employment. Renowned experts on the elderly, social security, and social support programs from the National Economics University, Helpage International in Vietnam, and the Vietnam Association of the Elderly, as well as MOLISA researchers, contributed scientific facts, ideas, and experiences to the workshop.

Ensuring suitable conditions and effective access to the job market with long-term health care are the underpinnings of truly inclusive societies that engage and value individuals no matter their age. According to statistics from GSO (2021), the older population of Vietnam will increase from 11.86% of total population in 2019 to 20% before 2040. Recognizing the importance of income security for older persons, the Vietnamese government has taken proactive measures, including the development of the national programme of action for older people 2021 – 2030. Aside from better pension coverage and health care, the essential measure is to promote viable jobs for this older workforce. As a result, the consultation workshop co-hosted by HSF and ILSSA focused on promoting jobs for the older person that are not only income security but also decent for their age.

Researchers from ILSSA kicked off the event by presenting their ongoing research on elderly employment, which draws on national statistics from the GSO as well as empirical data from 170 older people interviewed in three regions in northern Vietnam. The findings demonstrate that older people face a variety of challenges, including poor health, a lack of supportive legislation, and trouble finding acceptable work. Assoc. Prof. Giang Thanh Long of National Economics University agreed with the research team's conclusions and stressed the importance of health. In order to establish a tailored working environment for older people, he believes that encouraging them to continue working should take into account essential aspects such as health, marital status, and educational status. Tran Bich Thuy, Director of Helpage international in Vietnam, added that providing effective access to the labour market for older persons is one of the key priorities that reduce old age poverty and economic insecurity. Policy responses in securing jobs for the older persons in Japan and Thailand were also presented thoroughly in her presentation.

The information gathered at this workshop will be utilized not only to share knowledge with workshop attendees, but also to give scientific evidence and potential solutions for the ongoing study on "Employment for the Elderly," which is being undertaken by ILSSA with the support of HSF.
