Consultation to the UCSB for establishing Myanmar Civil Society Service Academy

From 19th to 24th June Mr Michael Werner, CEO of the Bavarian Administrative School, followed the invitation of the Hanns Seidel Foundation to visit Myanmar for a consultation to the Union Civil Service Board (UCSB).

Mr Werner was encouraged to share his experience and expertise to help the UCSB to establish a new civil service academy and to improve the existing curriculum for civil servants in Myanmar. For this purpose Mr Werner traveled to the Central Institute of Civil Service (CICS) in Phaunggyi, Lower Myanmar to visit the teaching facilities and to discuss the key challenges of the CICS with the director and the senior staff.

After visiting the CICS, Mr Werner travelled to Naypyidaw to meet with Dr U Win Thein, Chairman of UCSB to discuss further possibilities for curriculum changes and to exchange suggestions and recommendations for upcoming workshops.

On 23rd and 24th June a two day workshop on challenges and opportunities of Civil Servants Training was held in Naypyidaw. It was jointly organized by the Hanns Seidel Foundation and the UCSB. Mr Werner was invited to speak to the workshop participants about Civil Servants Training systems in Germany and Bavaria. Mrs Üelle Purga, Strengthening & CB expert of GOPA, gave the participants insights of challenges of civil servants training in Myanmar. The first day of the workshop was completed by presentations by Myanmar experts and officials from the OCSB. On the second day of the workshop the participants were given the opportunity to work together in groups to develop their own proposals on civil servants training reforms. The finding of the group work was later presented to all participants and speakers.
