On Regional Training of Trainers (ToT) and Institutionalization Workshops
Community-based Dialogues on Human Rights Project supports the conduct of Regional Training of Trainers and Institutionalization Workshops

Under the auspices of the project on “Community-based Dialogue Sessions on Human Rights Promotion and Protection between the Armed Forces of the Philippines and the Philippine National Police, and Civil Society Organizations and Local Communities,” the first of a series of Regional Training of Trainers (ToT) and Institutionalization Workshops kicked-off in Iloilo City covering the Visayas area, specifically Regions 6 (Western Visayas), 7 (Central Visayas) and 8 (Eastern Visayas).

Consistent with the project’s strategy, the ToT basically continues the dialogue process and maximizes it to address local issues being experienced on the ground. The conduct of the Training of Trainers program supports one of the major objectives of the project towards institutionalization of human rights dialogues at the local level. It aims to strengthen regional network formations borne out of the regional dialogue sessions that were undertaken beginning in 2008, and, at the same time, enhance the capacity of trainers to deliver the Multi-Sectoral Human Rights Training Module developed by the project that is specifically focused for a multi-sector audience composed of both civilians, and military and police officers. It is envisioned that for the coming years, there will be a network of trainers on human rights promotion and protection in different areas of the country with each area team composed of multi-sector membership, i.e., total of eight (8) members per team with two (2) officers or representatives each from the AFP, PNP, CHR and CSOs.

The successful conduct of the 5-day activity last 11-15 July 2016 was attended by more than 40 participants, mainly trainers/educators/paralegals representing the three (3) major services of the Armed Forces of the Philippines (AFP), namely, the Philippine Army, Philippine Navy and Philippine Air Force; members of the Philippine National Police (PNP)’s Regional Special Training Unit (RSTU), Regional Police Human Rights Office (RPHRO), and Regional Police Human Resource and Doctrine Development (RPHRDD); major networks of civil society organizations (CSOs); and key officers of the Commission on Human Rights (CHR) from its regional and central offices.

The training module primarily contains cases and materials that enable the application of human rights concepts and principles to specific situations encountered by civilians and military and police officers as they relate with each other. It is noteworthy that the 5-day ToT includes a session on “Demonstration Teaching” which allows the participants to build or harness their training skills. The participants found it equally important for the opportunity to interact with each other, and share their experiences on human rights promotion and protection towards better understanding between civilians and security forces, and closer cooperation in addressing human rights issues and concerns.

The training sessions include, among others, (i) Presentation of Human Rights Programs and Policies, (ii) Input and Application on Selected Laws, (iii) Administrative Remedies in the AFP and PNP, (iv) Judicial Remedies, (v) Input and Application on Selected Procedures, (vi) National and International Remedies and (vii) Planning Workshop.

The next ToT and Institutionalization Workshop will be held in Mindanao (Cagayan de Oro City) covering Region 10 (Northern Mindanao) and Region 13 (Caraga).
