Community-based Dialogues Project (CBD)
CBD Institutionalization-Localization Workshop held with the Philippine National Police

In pursuit of the institutionalization of the Community-based Dialogues (CBD) project on human rights promotion and protection both at the institutional level (PNP) and at the local level (focus areas), a workshop was conducted for the Philippine National Police (PNP) with the participation of the Training Managers of the Regional Specialized Training Units (RSTUs) representing all seventeen (17) regions of the country and from the Human Rights Affairs Office of Police Regional Office 7 (PRO7).

The 1.5-day activity, which was held on 11-12 March 2018 in Cebu City, was organized in cooperation with the Alternative Law Groups (ALG) led by its Council Member-in-Charge, Atty. Jennifer Corpuz, the PNP Directorate for Human Resource and Doctrine Development spearheaded by Police Director Cedrick Train through its Training Service Unit, and the Hanns Seidel Foundation of Germany (HSF) represented by its Deputy Head/Senior Program Coordinator, Maria Adelia Co.

The objectives of the activity were achieved, namely, to (1) present the current status of the project, its accomplishments and milestones over the past nine years (2008-2017) as well as the work plan for 2018; (2) assess the working environment (internal & external) of the project - prospects and challenges; and (3) discuss plans/next steps toward maximizing and sustaining the gains of the CBD mechanism especially at the local (community) level together with the partner organizations (AFP, PNP, CHR, CSOs) and other stakeholders on the ground such as relevant government agencies, Regional Peace and Order Councils (RPOCs), Regional Development Councils (RDCs), and Local Government Units (LGUs), among others.

The participants shared ideas, insights and perspectives on their work in relation to the objective of institutionalizing the CBD mechanism for the next two years.  They presented concrete recommendations (short, medium, and long-term) on how to proceed towards this end. It was an informative, engaging and fruitful workshop.

Police Director Train gave the closing message which highlighted his guidance and advice to the participants to start working on the integration of the CBD in the curricular offerings of the RSTU in cooperation with their respective Police Regional Office and HRAO and PPSC-RTCs by way of the most effective and efficient process. He underscored the importance of the Community-based Dialogues (CBD) program which, he said, is consistent with the PNP mandate of community-oriented and rights-based policing.
