CBD holds Top-Level Policy Dialogue on Martial Law

A Top-Level Policy Dialogue (TLPD) on the topic “Martial Law: Implications and Complications” was held in Manila last 02 June 2017 under the auspices of the “Community-based Dialogues Project between the Armed Forces of the Philippines and the Philippine National Police, and Civil Society Organizations and Local Communities.” More than 200 representatives of civil society organizations and government agencies as well as members of the security forces attended the activity.

Atty. Marlon Manuel, Coordinator of the Alternative Law Groups (ALG) gave a presentation on “Martial Law and the Commander-in-Chief Powers under the Constitution” followed by a panel discussion and open forum. The panel discussants include representatives from the AFP, PNP, CSO and Commission on Human Rights (CHR). The dialogue was held to help explain and clarify the basis and parameters of the Martial Law declaration in Mindanao on May 23, 2017 and promote better understanding among the people.
