CBD Capacity-Building and Institutionalization Planning Workshop held for AFP and PNP Education and Training Units

In support of the two-pronged institutionalization phase of the “Community-based Dialogues” (CBD) project for the period 2017-2019, a week-long “Capacity-Building and Institutionalization Planning Workshop was held on October 7-12, 2018, in Manila participated in by more than fifty (50) key officers from the Education and Training Units of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), members of the Project Steering Committee (PSC), and facilitators/resource persons.

The Training Managers or Assistant Training Managers from the PNP Regional Specialized Training Units (RSTUs) as well as officers, trainers and educators representing the AFP Human Rights Office, Office of the Deputy Chief of Staff for Education and Training (J8), and the Education and Training Units of the Major Services (Philippine Army, Navy and Air Force) attended the workshop.  The activity was undertaken in cooperation with the Directorate for Human Resource and Doctrine Development (DHRDD) headed by Police Director Cedrick G. Train and Colonel Oliver T. Vesliño, Chief of the AFP Human Rights Office together with his Deputy, Col. Radito P. Sese.

The training activity was primarily conducted for this particular target group, which is envisioned to play a crucial role towards integrating and mainstreaming the CBD program/mechanism within their respective institutions.  The participants appreciated this special opportunity to participate in what they described as “first-of-a-kind” dialogue-workshop on human rights promotion and protection.  They found the design of the training program relevant (attuned to present times), effective (applicable to local conditions) and comprehensive (covers both civil and political, and economic, social and cultural rights).

They acknowledged the important contributions of the project initiative in creating avenues for better understanding and closer working relationship between the security sector and the civilian population especially at the community level.  It is worth noting that the security forces gave due recognition to the project in helping the police and the military regain the trust and confidence of the people over time.  They gave their full support in current joint efforts to integrate the CBD mechanism within their institutions.

The project, which is on its 10th year, is a partnership among the Armed Forces of the Philippines, the Philippine National Police, Commission on Human Rights, Alternative Law Groups and the Philippine Alliance of Human Rights Advocates, with the support of the Hanns Seidel Foundation (HSF)/Germany.
