The workshop convened in Da Nang, bringing together a diverse and influential group of 100 participants. Among them were representatives from Ministries, People's Committees, and Departments of Da Nang city, along with attendees from 16 provinces spanning the Central and Tay Nguyen regions. The event also witnessed active involvement from notable think-tanks and universities, fostering a comprehensive and inclusive dialogue. Steering the workshop were key policymakers, including His Excellency Dr. Dang Quoc Khanh, the Minister of MoNRE, in collaboration with the leadership of Da Nang People's Committee, the Central Council of Theoretical Studies, MoNRE’s departments, and HSF Vietnam.

Addressing the conference, Minister Dang Quoc Khanh emphasized that over the course of the 10-year implementation of Resolution 24, a noteworthy achievement has been the fundamental shift in awareness and mindset of governmental entities concerning climate change response, resource management, and environmental protection. He highlighted that Vietnam's commitments have not only fostered a change in perception but have also paved the way for new investment and development cooperation opportunities, steering the country towards a green economy and circular economy. However, Minister Khanh also stressed the need for intensified efforts in refining policies and institutions, enhancing the investment environment, and mobilizing resources for a just energy transition.

Additionally, he underscored the importance of conserving and responsibly utilizing natural resources while prioritizing the protection and restoration of natural ecosystems. Dr Nguyen Van Quang, Secretary of the Danang city’s People Committee, addressed solutions for transitioning towards a green, circular, and low-carbon economy as well as net-zero emissions by 2025 of Vietnam. Presentations by provincial delegates were also delivered, offering a thorough exploration of both achievements and challenges encountered during the decade-long implementation of Resolution 24. During the workshop, Michael Siegner, the Resident Representative of Hanns Seidel Foundation Vietnam, shared comments on Vietnam's proactive efforts to strengthen its legislative frameworks. He highlighted the nation's commitment to fostering innovation, promoting a transition toward a circular economy, and actively addressing the reduction of industrial emissions. Mr. Siegner reiterated the commitment of HSF to support MoNRE on these above fields.
