In a comprehensive overview of the 10-year implementation of Resolution 24-NQ/TW, Director of ISPONRE, Assoc.Prof. Nguyen Dinh Tho, highlighted the heightened attention and emphasis on climate change response, resource management, and environmental protection over the past decade. During this period, the Party has continually issued six related Resolutions, recognizing the environment as a pivotal condition and prerequisite for sustainable socio-economic development. Institutional and policy enhancements have been made with a forward-thinking approach, aligning with international practices and contemporary trends. The societal focus on climate change response has evolved, progressing from a primary emphasis on adaptation to a holistic approach that integrates greenhouse gas emissions reduction, fostering opportunities for a transition to a sustainable, green, and low-carbon economy.

There has been an increased emphasis on sustainable investigation, evaluation, and management of resources, coupled with market-driven allocation through auctions of usage and exploitation rights. The paradigm of environmental protection is transitioning from a reactive stance to a proactive one, particularly in preventing and controlling significant sources of pollution. Despite these positive strides, challenges persist, with significant damage caused by natural disasters, escalating climate change impacts, and continued unsustainable exploitation of natural resources.

The report underscores that resource and energy use intensity remains high globally, and environmental pollution persists while biodiversity degradation continues unabated. During the workshop, Michael Siegner, Resident Representative of Hanns Seidel Foundation Vietnam, provided insights into recent legislative initiatives targeting climate change. He emphasized the critical role of provincial and local governments in effectively implementing and enforcing these measures. As an integral part of the continuous consultation process shaping the review report on the 10-year implementation of Resolution 24, the forthcoming third workshop is scheduled to take place in Central Vietnam this week. Hanns Seidel Foundation Vietnam remains committed to facilitating and supporting this essential consultation and evaluation endeavor.
