1st Consultation Workshop on the 10-year Implementation Review of Resolution 24-NQ/TW

Hosted by the Central Economic Commission and the Ministry of Natural Resources and Environment with support from UNDP Vietnam and Hanns Seidel Foundation Vietnam, the workshop assessed the 10-year achievements as well as the shortcomings of the landmark Resolution No. 24-NQ/TW that was adopted in June 2013

In accordance with the 2023 Working Program of the Politburo and the Secretariat, the Party Personnel Committee of the Ministry of Natural Resources and Environment has entrusted the Institute of Strategy and Policy on Natural Resources and Environment (ISPONRE) with the critical task of conducting a comprehensive review of the 10-year implementation of Resolution 24-NQ/TW. This strategic initiative aims to assess the effectiveness of the resolution in addressing climate change, enhancing natural resource management, and promoting environmental protection. Benefiting from collaborative support provided by both the Hanns Seidel Foundation (HSF) and the United Nations Development Programme (UNDP), the workshop convened a diverse participation of 195 delegates, representing a cross-section of participants from line ministries, departments, and provinces in the Northern region.

During the workshop, provinces took centre stage by presenting detailed assessments of the outcomes stemming from the implementation of Resolution No. 24. This included an emphasis on strengths, identification of weaknesses, and policy recommendations. Concurrently, ministries and relevant departments evaluated the goals of Resolution 24 within the context of both global and domestic considerations, ensuring the formulation of realistic and achievable objectives.

The invaluable contributions of experts from research institutes and universities played a pivotal role in shaping the success of the workshop, providing insights that will significantly contribute to the refinement of future environmental and climate change strategies in Vietnam. Engaging discussions among delegates revolved around deliberating on the potential continuation of Resolution No. 24 or the development of a new resolution to further fortify Vietnam's adaptive strategies in the realms of environmental protection and climate change. This workshop is part of a consultation process that accompanies the drafting process of the review report of the resolution to be submitted to the Politburo. Hanns Seidel Foundation Vietnam commits to work with our partners to conduct similar consultation workshops in Central and Southern Vietnam.
