Myanmar Federalism Leadership Programme

This year marked the 3rd anniversary of the Myanmar Federalism Leadership Programme (MFLP). The programme aims to train people who have prior knowledge about federalism and are motivated to positively impact the transition towards a more democratic and federal Myanmar. Since federalism has only been at the forefront of political debates in recent years, this training contributes to furthering education on the topic, including the many definitions of federalism, its application in different countries and what federal reforms could offer to Myanmar.

The MFLP provided an in-depth study of federalism, facilitated discussions among participants of different ethnic backgrounds and provided information on gender dimensions of federalism.

National and international experts gave lectures related to federalism, decentralisation and local government during the 10-day programme. In addition, seminars were held by facilitators with local expertise and contextual knowledge after the respective lectures. On the last day of the programme a simulation took place, in which the participants could apply the theory they had learned during the previous days. Furthermore, thought-provoking panel discussions with experts on peace building and the history of federalism in Myanmar were part of the MFLP.

On day six of the programme participants had the chance to visit the Amyotha Hluttaw (Upper House) of the Myanmar Parliament and to meet the Pyidaungsu Hluttaw Joint Bill Committee and ask questions about their organisational structure and work.
