As an important aspect of international cooperation, parliamentary diplomacy, whether through state visits or international events, opens new channels for dialogue and strengthens the work of parliaments. The Office of the National Assembly (ONA), in cooperation with the Hanns Seidel Foundation (HSF), organised a workshop on this topic in Ha Long City on 23–24 August 2025.

Science, technology, and innovation are widely recognized as crucial drivers of economic growth, national competitiveness, and improvements in human resources and quality of life. In the digital era, it has become essential to revise the Science and Technology Law adopted by the National Assembly of Vietnam on June 18, 2013. A stronger legal framework is needed to ensure that science, technology, and innovation can fully serve as key engines of socio-economic development.

The Vietnamese government is currently working on a new Draft Law on Water Supply and Drainage, aiming to address water resource management and mitigate urban waterlogging. The draft law was submitted to the National Assembly for comment and is expected to be passed by the National Assembly in October 2025.

Hanns Seidel Foundation Vietnam and the Institute of Strategy and Policy on Agriculture and Environment (ISPAE) co-hosted a technical workshop on the BBNJ Agreement — the landmark UN treaty on protecting marine biodiversity beyond national jurisdiction, recently ratified by Vietnam at UNOC3.The event gathered representatives from ministries, international organisations, researchers, and legal experts to discuss how Vietnam can align its legal framework with the BBNJ. A meaningful step toward advancing sustainable ocean governance and reaffirming Vietnam’s global commitment to protect marine biodiversity.
