Inputs for the Draft Law on Water Supply and Drainage of Vietnam
Parliament Information Brief Vol.2/2025 of the Office of the National Assembly of Vietnam (ONA)

The Vietnamese government is currently working on a new Draft Law on Water Supply and Drainage, aiming to address water resource management and mitigate urban waterlogging. The draft law was submitted to the National Assembly for comment and is expected to be passed by the National Assembly in October 2025.

To assist the National Assembly Deputies in reviewing this draft law, the Office of the National Assembly of Vietnam (ONA) published the second Parliament Information Brief of 2025. This volume supported by the Hanns Seidel Foundation provided an overview of the existing legal framework regarding water supply and drainage in Vietnam, while also presenting international best practices in this area.

Discussing papers ranged from in-depth analyses of the current legal framework and the management status of water supply and drainage to review papers on water pricing and wastewater treatment in Vietnam. Furthermore, the publication also presented best practices from leading countries in the world with focus on system management and operation, and investment allocation in water supply and wastewater treatment, offering a multi-dimensional perspective on this issue for the National Assembly Deputies.

Technical expertise and recommendations to improve the draft that address current problems in Vietnam made the second Parliament Information Brief of 2025 a valuable reference for Deputies during the discussion.

Providing National Assembly Deputies with know-how and policy recommendations on specific laws and regulations is one of the key instruments of the collaborative project between the Hanns Seidel Foundation Vietnam (HSF) and the Office of the National Assembly (ONA) to enhance the National Assembly and its deputies' ability to fulfil their legislative mandate more effectively.
