Parliament Information Brief on the Law on Science, Technology, and Innovation

Science, technology, and innovation are widely recognized as crucial drivers of economic growth, national competitiveness, and improvements in human resources and quality of life. In the digital era, it has become essential to revise the Science and Technology Law adopted by the National Assembly of Vietnam on June 18, 2013. A stronger legal framework is needed to ensure that science, technology, and innovation can fully serve as key engines of socio-economic development.

Parliament Information Brief Vol. 1/2025

HSF

The first Parliament Information Brief of 2025, issued by the Office of the National Assembly of Vietnam (ONA), therefore focused on the amendment of the draft Law on Science, Technology, and Innovation. This draft law was debated and commented upon by National Assembly Deputies during the 9th Session in June 2025.

The publication presents discussion papers that provide an overview of Vietnam’s scientific and technological development and a detailed analysis of institutions, financial and human resources, as well as the key stakeholders involved in advancing science, technology, and innovation.

In addition, it introduces international best practices from countries such as Germany, the United States, Korea, and Japan to address remaining challenges in finalizing the draft law. Germany’s experience, in particular, is highlighted: since the 19th century, the country has consistently promoted research, applied science, and industrial innovation. The publication emphasizes Germany’s valuable lessons for Vietnam, given the similarities both countries share during the early stages of industrialization—particularly in strengthening applied research, bringing scientific results into industry, and fostering innovation.

The insights and policy recommendations compiled in the Parliament Information Brief served as important reference materials for National Assembly Deputies in their deliberations. On June 27, 2025, the National Assembly of Vietnam officially adopted the Law on Science, Technology, and Innovation.

The quarterly Parliament Information Briefs are a joint initiative of the Hanns Seidel Foundation Vietnam (HSF) and the Office of the National Assembly (ONA). They aim to strengthen the institutional capacity of the National Assembly and enhance Deputies’ ability to fulfill their legislative mandate more effectively.
