The handbook provides comprehensive guidelines on legal bases for the legislative function of the NA, procedures in different stages of the legislative process as well as roles of the principal organs of the authority in each stage. The legislative process of developing and issuing laws and resolution by the Standing Committee of NA includes the following steps: Planning - Drafting - Examining - Approving - Issuing. Meanwhile, the legislative process by the NA follows similar procedure with an additional step of the Standing Committee of NA providing inputs to a draft before the approval of the draft.
