The goals behind the publication of the PNP Guidebook on Human Rights-Based Policing 2013 Edition are to update the guide by incorporating the latest policies, laws, and procedures related to human rights; and to ensure that more police personnel gain access to valuable information needed in the performance of their duty as human rights protectors. An overview of the International Humanitarian Law (IHL) is also provided to inform police personnel about the duty to respect and protect non-combatants during armed conflicts and certain restrictions in the conduct of warfare.
