This Handbook is intended to be the standard resource material for the human rights training program conducted under the Community-based Dialogues Project. The training program aims to enhance the knowledge and skills of a diverse group of participants from the Armed Forces of the Philippines, Philippine National Police, Commission on Human Rights and Civil Society Organizations. As a result, the program helps to develop a local pool of human rights educators, trainers or facilitators in the different local areas.
