Workshop on circular solutions: a pathway to implementing the Global Plastic Treaty

In preparation for the upcoming fifth session of the Intergovernmental Negotiating Committee (INC5) in Busan, Korea, for a Global Plastics Treaty, Hanns Seidel Foundation in collaboration with the Institute of Strategy and Policy on Natural Resources and Environment (ISPONRE), hosted a workshop focusing on circular economy solutions to tackle plastic pollution.

Since UNEP’s call through Resolution UNEP/EA.5/Res.14 at the United Nations Environment Assembly in 2022, Vietnam has been an active participant in negotiations for the Global Agreement on Plastic Pollution. The country has recognized the importance of integrating circular economy models, recycling, and sustainable plastic management into its policies as key solutions to combat plastic pollution. This workshop served as a platform for participants to discuss actionable circular economy strategies, share lessons learned, and explore how these initiatives align with the Global Agreement's objectives. It drew significant attention and feedbacks from managers, experts, scientists, business representatives, socio-political organizations, community organizations, and media outlets.

Speakers from international organizations such as UNEP, the World Bank, and governmental think tanks shared research and successful circular solutions for plastic treatment. Dr. Mushtaq Ahmed Memon, UNEP Regional Coordinator, highlighted the challenges of plastic pollution and emphasized enablers like strong regulatory frameworks, innovative financing mechanisms (PPP, CSR), stakeholder engagement, and public awareness to drive circular economy adoption. He stressed integrating policy with private-sector innovation and consumer behavior as key to combating plastic pollution.

In addition to the presentations, the workshop featured a panel discussion where experts from the private sector, ministries, and international organizations shared their expertise on circular solutions for managing plastic pollution. Mr. Michael Siegner offered insights into HSF Vietnam’s work promoting sustainable startups and entrepreneurs as a key driver of innovation and sustainability.

The workshop concluded with key recommendations for Vietnam, including developing clear criteria and roadmaps for circular design, issuing technical regulations on recycled content, and assigning clear roles for government ministries in implementing eco-design initiatives. These efforts aim to align Vietnam’s policies with the Global Plastics Treaty and advance global sustainability goals.
