Thailand-Singapore Child Safety Training Initiative
Training Workshop: Advanced Techniques to Combat Online Child Sexual Exploitation

From June 23-27, 2025, the Hanns Seidel Foundation Thailand partnered with the Department of Special Investigations (DSI) and Singapore Police Force (SPF) to deliver the Advanced Techniques to Combat Online Child Sexual Exploitation Workshop, continuing last year's successful initiative by training 20 specialised law enforcement officers at TK Palace & Convention in Bangkok.

The Advanced Techniques to Combat Online Child Sexual Exploitation Workshop was organised as a continuation of successful training initiatives from the previous year, reflecting the ongoing commitment to strengthening regional law enforcement capabilities.

The workshop aimed to provide specialised knowledge and understanding to frontline officials working in child sexual exploitation investigations, focusing on protecting children who fall victim to online predators. The primary objective was to enhance law enforcement officers' capabilities in investigating online crimes through digital networks, with particular emphasis on sexual exploitation cases involving minors and building professional networks and collaborative relationships that would facilitate future cross-agency cooperation in combating online child exploitation. The programme sought to develop officers' open-source intelligence (OSINT) skills and provide hands-on experience with advanced investigative tools and methodologies.

The workshop was led by two distinguished experts from the Singapore Police Force: Deputy Superintendent Mr. Yeo Kok Leong and Senior Investigation Officer Mr. Bryan Ang from the Criminal Investigation Department. The comprehensive curriculum covered critical topics including the role of Singapore Police Force in combating online child sexual exploitation, introduction to peer-to-peer (P2P) investigations, network architecture fundamentals, and investigating online child sexual exploitation via BitTorrent protocols. Participants engaged in hands-on training with the Child Protection System (CPS) software, learnt about desktop media library management, push proxy and port forwarding techniques, and worked with Shareaza LE installation. The programme included extensive practical sessions where officers prepared evidence packages for P2P suspects, developed their own investigative cases, and presented their findings to instructors and peers.

The workshop included 20 law enforcement officers from Thailand's most specialised technology crime units, representing the Department of Special Investigation and Royal Thai Police from the Technology Crime Suppression Division, Central Investigation Bureau, and Cyber Crime Investigation Bureau. This diverse group represented Thailand's frontline defenders against digital crimes targeting children, ensuring that knowledge would be disseminated across multiple agencies and jurisdictions.

The successful completion of this training programme represents a significant milestone in Thailand's capacity to combat digital threats to child safety. This initiative demonstrates how strategic international partnerships between the Hanns Seidel Foundation, the Department of Special Investigation, Thai law enforcement agencies, and Singapore Police Force can effectively address transnational crimes that exploit modern technology to harm vulnerable populations.
