Strengthening Child Protection Capacity
Training Programme for Capacity Development and Collaboration in Combating Crimes Against Children and Assisting Child Victims – Session 2

From March 31 to April 2, 2025, the Hanns Seidel Foundation Thailand, in collaboration with the Department of Provincial Administration (DOPA), hosted the second session of the Training Programme for Capacity Development and Collaboration in Combating Crimes Against Children and Assisting Child Victims. The training brought together 30 participants from 17 organizations, including law enforcement, child protection agencies, and civil society groups, at the Zand Morada Pattaya Hotel in Pattaya, Thailand.

The programme aimed to enhance the skills of professionals in child protection while also providing networking opportunities to connect practitioners for effective collaboration. Through workshops, expert lectures, and group discussions, participants engaged in real-world cases and collaborative solutions.

 

Day 1 featured introductory remarks from various organizations highlighting their roles and challenges in child protection. Key presentations included insights from Mr. Bernhard Egger, former Superintendent of the Bavarian Criminal Police, Federal Republic of Germany, on the collaboration between law enforcement and civil society in Germany. Dr. Srida Tanta-atipanit, Managing Director of the Internet Foundation for the Development of Thailand, provided an overview of online child abuse, legal offenses involving minors, and strategies for enhancing child protection in Thailand. The day concluded with a joint session on task forces, assistance processes, and investigative tools in child abuse cases.

Day 2 focused on practical training, with Mr. Egger leading a session on post-arrest analysis and victim identification. Additional sessions covered child interviewing techniques and case investigations, with participants engaging in workshops simulating real-life child abuse investigations. The day concluded with field research on child abuse investigations.

The final day focused on reinforcing teamwork and fostering future collaboration among participants. Groups presented the findings from their field research conducted on Day 2, showcasing their insights and investigative approaches to child abuse cases.

The training received strong support and active participation from a wide network of partners, including representatives from the Royal Thai Police (RTP), such as the Anti-Trafficking in Persons Division, the Children and Women Protection Sub-Division, the Human Trafficking Suppression Division, and the Immigration Division 1, as well as from Chonburi Immigration, the Chonburi Provincial Office of Social Development and Human Security, the Chonburi Shelter for Children and Family, the Department of Children and Youth, the Department of Provincial Administration (DOPA), the Department of Special Investigation (DSI), Destiny Rescue International, Immanuel Foundation, Our Rescue Thailand, the Ronnasit Foundation, Scienta, and the Bavarian Police from the Federal Republic of Germany.

In conclusion, the programme successfully strengthened the capacity of professionals in child protection, fostered valuable collaborations, and laid the groundwork for ongoing efforts to combat crimes against children and support child victims.
