Regional Police Training Conference: Responding to Emerging Cyber-Technologies and other Threats to Policing

From 17-21 August 2025, the Hanns Seidel Foundation Thailand proudly supported two representative officers from the Royal Thai Police in attending the Regional Police Training Conference on the Conduct of Community-Oriented Policing "Responding to Emerging Cyber-Technologies and other Threats to Policing" in Manila, Philippines, supported by the Hanns Seidel Foundation Philippines, with participants from Indonesia, Malaysia, the Philippines, Thailand, and Vietnam.

The conference held at the ibis Styles, Manila Araneta City, brought together senior police officials from across Southeast Asia to share experiences and develop common approaches to modern policing challenges. The programme featured interactive sessions where participants shared national experiences in combating cyber-based crimes, including artificial intelligence misuse, online hate speech, and cyber attacks on government and private organizations, while exploring educational measures to increase citizen awareness about emerging digital threats.

Thailand's delegation, represented by Police Colonel Komjit Chaiyo from the Royal Police Cadet Academy, Royal Thai Police and Police Lieutenant Colonel Niyom Saleh Kaseng from the INTERPOL, National Central Bureau, Royal Thai Police participated in comprehensive discussions on community-oriented policing strategies and cybersecurity responses. Our Thai representatives contributed valuable insights on Thailand's approach to community policing and cybersecurity challenges, fostering stronger regional cooperation in law enforcement.

 

A significant highlight was the field visit to the Philippine National Police Academy in Cavite, where participants observed practical case-based scenario training for police cadets, including a cybersecurity operation simulation exercise. This hands-on experience provided valuable insights into innovative training methodologies that could be adapted across different national contexts, strengthening the foundation for continued regional collaboration.

 

The Hanns Seidel Foundation remains committed to fostering sustainable partnerships and capacity-building initiatives that enhance policing practices for safer communities across Southeast Asia. Through continued support of such collaborative efforts, the Foundation contributes to building stronger, more resilient law enforcement capabilities that can effectively address both traditional and emerging security challenges in our interconnected world.
