Parliament Information Brief Vol.3/2025: E-commerce Law in Vietnam — Opportunities, Challenges, and International Insights

The draft Law on E-commerce, submitted to Vietnam’s 15th National Assembly for the October 2025 session, aims to establish a clear, modern legal framework for online trade. Its objectives are to boost competitiveness, curb fraud, and streamline state management. In order to strengthen the capacity of the National Assembly by providing evidence, reference material and policy recommendations to support discussion of the draft Law on E-commerce, the Parliament Information Brief Vol. 3 (2025) has been published in October 2025.

HSF

The publication comprised twelve essays providing an overview of e-commerce activities and relevant legislation in Vietnam and internationally. Written by national experts and researchers, the essays also offered recommendations for creating a safe, transparent and sustainable e-commerce environment in Vietnam. 

The key issues surrounding the draft law that are currently facing obstacles include: State management of social commerce activities; fraud prevention; consumer protection and dispute resolution; opportunities and challenges for e-commerce in the context of Vietnam’s digital economy and national competitiveness. 

Valuable know-how on how to address challenges in regulating the protection of consumer rights and tackling violations and disputes in e-commerce was also offered to Vietnamese lawmakers in the form of international best practices from countries such as the USA, the EU, South Korea and Indonesia. 

The quarterly Parliament Information Briefs are a joint initiative of the Hanns Seidel Foundation Vietnam (HSF) and the Office of the National Assembly (ONA). They aim to strengthen the institutional capacity of the National Assembly and enhance Deputies’ ability to fulfill their legislative mandate more effectively.
