Reform in Higher Education to Boost Innovation and Knowledge Transfer in Vietnam
Parliament Information Brief Vol. 4/2025: Revisions to the Higher Education Law to Promote Research, Innovation, and Knowledge Transfer in Vietnam

In the digital era, universities serve not only as centres of training but also as hubs of research, innovation, and knowledge transfer—intimately connected with businesses, local communities, and regional ecosystems. To enable Vietnamese universities to contribute more significantly to national progress in science, technology and innovation, the National Assembly of Vietnam discussed amendments to the Higher Education Law on 22 October 2025.

The fourth volume of the Parliament Information Brief (2025) focuses on amendments to the Higher Education Law (2018). Published in October 2025 by the Office of the National Assembly (ONA) in cooperation with the Hanns Seidel Foundation Vietnam (HSF), the brief contains thirteen detailed analyses of governance, autonomy, funding, asset management and organisational reform in Vietnamese universities. It also presents international experiences and practical recommendations for improving the law, providing Deputies with a reference for deliberations on the proposed amendments.

International experiences and recommendations on how to improve the law, as well as how to enhance the efficiency and global competitiveness of higher education institutions in Vietnam, are also presented to National Assembly deputies, providing them with a reference for deliberations on the proposed amendments. 

One article highlights how Germany promotes applied scientific research at its universities, which is crucial for socio-economic innovation. Germany's best practices in applied research and knowledge transfer would illustrate pathways Vietnam might adapt as it reforms higher education to produce highly qualified human resources and accelerate development. 

The quarterly Parliament Information Briefs are a joint initiative of the Hanns Seidel Foundation Vietnam (HSF) and the Office of the National Assembly (ONA). They aim to strengthen the institutional capacity of the National Assembly and enhance Deputies’ ability to fulfill their legislative mandate more effectively.
