Launch of Country Report: The Implementation of Governmental Policies in Vietnam

Since 2020, the Hanns Seidel Foundation Vietnam (HSF) has been collaborating for with the University of Social Sciences and Humanities (USSH) - Vietnam National University (VNU) and the Justus-Liebig University Gießen in publishing semi-annual reviews on various social and environmental issues and policies in Vietnam. The seventh volume of this publication series, titled 'Country Report – The Implementation of Governmental Policies in Vietnam' was finalised and officially introduced to the public in a launch on 27th November 2024.

HSF

Consisting of 10 academic articles written by experienced researchers in Vietnam and abroad, the 'Country Report – The Implementation of Governmental Policies in Vietnam' provides a detailed analysis of various aspects of the implementation of key political programmes in Vietnam. It also outlines the policy cycle, spanning issue identification, agenda setting, policy formulation, implementation, evaluation, and revision or termination, thereby highlighting the "gap" between policy design and practical outcomes. The report is especially useful for students, researchers and policymakers interested in the public policy and policy implementation in Vietnam.

The publication was official launched in Hanoi on 27th November 2024, during which the Country Reports' main findings were presented, followed by a panel discussion co-chaired by Prof. Dr. Lai Quoc Khanh – USSH’s Vice Rector and Michael Siegner – HSF’s Resident Representative. More than 70 participants including representatives from governmental agencies, media agencies, as well as researchers and students from universities and research institutes in Vietnam joined the event to discuss the key findings of the report, and, more importantly, to analyse various aspect of the implementation of policies in key areas such as education reform, urban social policies, gender equality, climate policy, etc. At the event, the participants also offered several recommendations to improve the effectiveness of policy implementation in Vietnam, including strengthening education to address regional disparities, aligning training with labour market demands, and leveraging digital technologies for effective implementation.

Following the successful launch of the seventh volume of the Country Report, HSF, JLU, and USSH/VNU will collaborate to publish the next volume in 2025.
