The National Assembly Office of Vietnam and the Hanns Seidel Foundation signed a Memorandum of Understanding

The National Assembly is the highest body of State and the highest-level representative body of the Socialist Republic of Vietnam and is a partner of the Hanns Seidel Foundation since 2017. The HSF supports the parliamentary administration in providing expertise to parliamentarians, especially in the field of social and environmental policy. This should improve and strengthen the know-how of the deputies and support legislative process of the National Assembly.

On the 30th of December the Deputy Chairman of the National Assembly Office Pham Dinh Toan and Dr. Axel Neubert, Representative of the Hanns Seidel Foundation Vietnam signed a Memorandum of Understanding for the cooperation of the next three years (2020-2022).

The cooperation of the National Assembly Office and the HSF has been successfully implemented in the first phase of the project. Over the last three years, the first phase focused on strengthening information provision and research capacity to serve the National Assembly deputies and officials of the National Assembly´s Office in formulating legal policies to achieve the goal of sustainable socio-economic development in Vietnam. Representatives of the National Assembly deputies and officials of the National Assembly Office had the opportunity to gain know-how and a lot of experience and skills through various project activities such as the organization of seminars, forums, research reports as well as study and research delegation in the Federal Republic of Germany.

Deputy Chairman of the National Assembly Office Pham Dinh Toan highlighted that the cooperation with the HSF helped several National Assembly deputies in their legislative and supervising work in the parliament. Moreover, it helped to implement the Agenda 2030 and especially the work of Dr. Axel Neubert helped to implement the national Agenda 2030, emphasized the Deputy Chairman of the National Assembly Office Pham Dinh Toan.

Dr. Axel Neubert, Representative of the HSF in Vietnam, highly appreciated the efforts of the Vietnam National Assembly Office in  the first phase of the project and he underlined that both sides can learn a lot from each other and that it is important to enhance the exchange activities between two parliaments. According to Dr. Axel Neubert is the Memorandum of Understanding an important step for the further cooperation in the future.

The signing ceremony of the Memorandum of Understanding ensures a successful operation of the next phase of the project in addition to the existing efforts. The overall goal of this phase is to support a professional, qualitative and effective parliament and therefore to improve quality of bills and draft legislation submitted to the National Assembly; to improve Pre-legislative scrutiny capacity of select Committees of the National Assembly as well as quality of scrutiny results, and to enhance the capacity of Members of the National Assembly, especially new Members of the fifteenth National Assembly (2021-2025) in order to achieve a sustainable social and economic development in Vietnam.
