Study Mission to Lao PDR

At the request of the Lao Ministry of Planning and Investment, the Hanns Seidel Foundation team entered a mission to Lao PDR to collect inputs for a Lao Case Study on the implementation of the Sustainable Development Goal 12 (SDG12) on Sustainable Consumption and Production.

The study will provide a background paper for Lao’s Ministry of Planning and Investment for the coordination of Goal 12 in the post VNR implementation process.

The study mission took place from 24th to 27th April 2018 and included several meetings with relevant ministries and institutions responsible for coordinating and/or implementing SDG12. Among others were meetings with the Lao Department of Planning, the Ministry of Planning and Investment, the Lao Statistic Bureau, the Ministry of Agriculture and Forestry and the Ministry of Natural Resources and Environment. The meeting with the Lao National Chamber of Commerce and Trade, which is a strong voice of the private sector provided insights into the involvement and trends of businesses in sustainable production.

The study will provide for a more in-depth review of the Laotian governance architecture. It aims to outline possible solutions to integrate sustainable consumption and production (SCP) into existing governance structures and highlights a number of possible government adjustment options. These include quick fixes but also more wide-ranging medium to long-term governance reform strategies. The suggestions of the study will be based on consultations with relevant stakeholders within Lao as well as relevant cases within and beyond Lao’s region.

The Hanns Seidel Foundation started working the cooperation with Lao Ministry of Planning and Investment since 2016 under the framework of a Cambodia – Lao – Myanmar – Vietnam project.
