Promoting best practices in the conduct of police training
Partnership between the Philippine Public Safety College and the Hanns Seidel Foundation

As partners, the Philippine Public Safety College (PPSC) and the Hanns Seidel Foundation (HSF) promote the training philosophy of the Bavarian Police which incorporate knowledge of the law, adequate training skills, and effective communication all aspects of training for police commissioned officers.

The PPSC set up a classroom in the National Police College for the purpose of promoting the best practices of the Bavarian Police which were observed by senior police officials and PPSC training directors when they visited the Bavarian Police Academy and are presently being adapted in the PPSC’s use of practical, case-based training.

The Philippine Public Safety College (PPSC), through its constitutive unit the National Police College (NPC) and the Hanns Seidel Foundation (HSF), in collaboration with the Bavarian Police promote the adaption of a training philosophy which emphasize the police officers’ knowing the legal basis for their actions; combining mental and physical skills in responding to and resolving police situations; and using social and communication skills to de-escalate and manage conflict situations.  These elements apply to both basic, mandatory police courses and senior-level police training.

The PPSC set up an “HSF Classroom” at the NPC main campus in Cavite Province which is located South of Metro-Manila.  There, police training videos and technical presentations used in the Bavarian Police Academy may be shown to police instructors and training participants.  During the visit, NPC Director Dr. Romeo Magsalos said that their intent is to emphasize the fundamental training objectives for inclusion in the conduct of practical, case-based training as these will be developed for senior-level police training in accordance with the mandate of the NPC.  “We’d like our police instructors to, wherever possible, to adapt the best practices observed by our police officials and training directors when they visited the Bavarian Police Academy but understand the scenarios will have to be based on actual police operations some of which are unique to the Philippines,” Magsalos added.  Joining the visitors was PNP Chief General Camilo Cascolan who expressed his interest in how the training principles may be applied to training programs for police non-commissioned officers.

HSF provided equipment for the classroom.  During the visit, sets of posters promoting the training philosophy of the Bavarian Police was provided to NPC for distribution as training and instruction materials to the NPC including its satellite training units located in the province of Pampanga, Cebu City, Cagayan De Oro City, Davao City, and Zamboanga City.

HSF plans to build upon previous police instructor and training curriculum development programs started in 2015 when basic, mandatory and senior-level training courses were administered by the Philippine Public Safety College (PPSC) and carry these onward with training responsibilities for commissioned officers still under the PPSC but training for non-commissioned officers transferred to the PNP’s National Police Training Institute (NPTI).  HSF will continue its collaboration with the PPSC and the PNP in collaboration with the Bavarian Police.
