Participant Diary 1: Winter School on Federalism and Governance

Ying Lao of the Salween Institute and Aung Soe Min of the Hanns Seidel Foundation - Myanmar are this years' participants from Myanmar at the 2018 Winter School on Federalism and Governance EURAC-Uni Innsbruck at the University of Innsbruck, Austria and Eurac Research - Institute for Regional Development in Bozen, Italy. The Winter School takes place from 5th February for two weeks until 16th February. Both will regular report from their experience and knowledge gain of the Winter School.

On Monday (5th) all the participants arrived in Innsbruck and were welcomed by the representatives of the law faculty with the welcoming note: “This year is also the milestone for Austria, as it is the 100-year Anniversary of Founding of the Federal Republic of Austria”.

The participants of the Winter School were selected among more than one hundred applications. This year there are 30 participants from five continents of the world. This is the 9th Edition of the Winter School and this year's theme is "Federalism in the Making"

The opening lecture was by Professor Francesco Palermo. He presented a historical overview of European Federations and “de-making” to “making” of them in particular after the 1st World War.

In the afternoon, the participants visited the city hall, where one of the members of the City Council hosted and explained how their local government is functioning. There, questions by the participants were answered, regarding the governance of the city, as well as the relation between the local government and the federal government in Austria.

Later, a city tour was organized by the University of Innsbruck to get to know more about the historic city. The participants gained information on the city and learned how the diversity is managed in the society since the earlier times.
