Institutionalization of the Community-based Dialogues (CBD) Program
Integration of CBD Program in the AFP’s Professional Military Education (PME) ongoing

As part of the process of institutionalizing the Community-based Dialogues (CBD) Program within the education curriculum of the Armed Forces of the Philippines from pre-entry to officer level, a 2.5 day “Seminar-workshop on the Review and Revision of the Human Rights Modules for the Armed Forces of the Philippines’ Professional Military Education” was conducted on 18-20 September 2019 in Manila.

The activity was spearheaded by the AFP through its Office of the Deputy Chief of Staff for Education and Training (OJ8) and the Human Rights Office (HRO) in cooperation with the CBD Project Steering Committee (PSC).  It was attended by more than forty (40) participants composed of professors/members of education and training units under the AFP’s major service commands (Army, Navy and Air Force), Office of the Deputy Chief of Staff for Education and Training (OJ8), Office of the Deputy Chief of Staff for Civil Military Operations (OJ7), Office of the Judge Advocate General (OTJAG), Office of the Provost Marshall General (OTPMG), Intelligence Service (ISAFP), Civil Relations Services (CRSAFP), Philippine Military Academy (PMA), Philippine Marine Corps (PMC), and Human Rights Offices (Army, Navy, Air Force) as well as key representatives of the Commission on Human Rights (CHR), Alternative Law Groups (ALG), Philippine Alliance of Human Rights Advocates (PAHRA) and Hanns Seidel Foundation/ Germany (HSF).

The key objectives are to update the AFP’s existing human rights modules and integrate the CBD training program especially on economic, social and cultural rights (ESCR) within the AFP PME curriculum, as well as develop responsive, appropriate and relevant human rights modules.  It also aims to train subject matter experts (SMEs) within the military organization on ESCR-related subjects.

Several presentations were shared which include the graduated curricula on HR-IHL for the military, observations and recommendation on AFP’s observance of HR-IHL, and AFP education and training concerns related to HR-IHL, among others.

The initial and revised outputs were presented to a group of panelists composed of the Chiefs of HROs from the major service commands and key representatives from CHR, ALG, PAHRA and HSF for refinement and finalization.

This activity covers the second phase of the process towards the submission and deliberation of the revised Programs of Instruction (POIs) by the AFP Education and Training Board (ETB), and approval of the revised POIs by the Chief of Staff of the AFP.
