Cordillera Core Group holds CBD in Tinoc, Ifugao

The Cordillera core group held a “CBD on Human Rights Issues in Tinoc, Ifugao” last October 30, 2019 in Poblacion, Tinoc. This is an offshoot of their last activity (Capacity-Building on ESCR) a few months ago.

A day before the CBD, the group paid a courtesy call on Tinoc Mayor Samson C. Benito and other local government officials.  It was attended by the CBD core group members led by the Commission on Human Rights-Cordillera Administrative Region/CHR-CAR; Armed Forces of the Philippines’ 54th Infantry Brigade, Philippine Army/AFP-PA; Police Regional Office- Cordillera/PROCOR; National Commission on Indigenous Peoples-Ifugao Provincial Office/NCIP-IPO, Igorota Foundation, Kilusan, and YOUWIN. 

The activity was well attended with more than seventy (70) participants from the local government, security sector, civil society organizations (CSOs)/people’s organizations (POs), community leaders, and government line agency (NCIP).  Five out of the twelve barangays comprising the municipality of Tinoc were represented (local officials and CSOs/POs/community leaders).  Farmers, women and youth sectors were also represented. High-ranking officers from the AFP and PNP operating at the regional, provincial and municipal levels participated in the activity.

Top local issues were discussed such as the mini-hydro power plant project affecting the ancestral domain of indigenous peoples, and the peace and order situation in the area particularly local insurgency.  There was good participation and cordial exchange of information and experiences toward better understanding and closer cooperation in dealing with local human rights issues and concerns, greater opportunity to deepen the CBD mechanism with the support of the LGU, and favorable consideration of appropriate local policies and ordinances to provide solutions to the problems raised.

The core group also had a meeting to assess the accomplishments in 2019 as well as plan the activities for Year 2020 including strengthening of the core group, presided over by CHR-CAR’s Regional Director, Atty. Romel Daguimol as CBD lead convenor.

The Community-based Dialogues (CBD) project is a partnership among the CHR, AFP, PNP, Alternative Law Groups (ALG), and Philippine Alliance of Human Rights Advocates (PAHRA) with the support of the Hanns Seidel Foundation/Germany (HSF).
