Community-based Dialogues Project (CBD)
CBD Institutionalization-Localization Workshop held with the Commission on Human Rights

On 20 March 2018, the Institutionalization-Localization Workshop was held with the CHR at the CHR conference room in Quezon City. The Regional Directors from 14 out of the 16 regions participated in the workshop, and officers and staff from the central office led by the Policy Advisory Office.

In line with sustaining the “Community-based Dialogue Sessions on Human Rights Promotion and Protection between the Armed Forces of the Philippines and the Philippine National Police, and Civil Society Organizations and Local Communities” or the CBD mechanism both within the partner organizations, namely, the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP) and the Commission on Human Rights (CHR), as well as at the local level in cooperation with the multi-sectoral core groups, a series of Institutionalization-Localization Workshops are being held to further strengthen the cooperation between the security sector and civil society.

On 20 March 2018, the Institutionalization-Localization Workshop was held with the CHR at the CHR conference room in Quezon City.  The Regional Directors from 14 out of the 16 regions participated in the workshop, and officers and staff from the central office led by the Policy Advisory Office.  Key representatives from the partner organizations, namely, the Alternative Law Groups (ALG) and the Hanns Seidel Foundation were present as members of the Project Steering Committee (PSC).

The workshop agenda included an Overview and Updates on the project from 2008 to 2017, including the Work Plan for 2018; the draft CHR Supplemental Resolution (Guidelines for the Implementation of the Community-based Dialogues Project); the Guidelines for the Coordination, Monitoring, Documentation and Reporting; and an open discussion on future action points and agreements toward sustaining the CBD mechanism.

The CHR draft supplemental resolution which is expected to be endorsed to and approved by the Commission en banc within the first quarter of 2018 is a welcome development aimed to further enhance its role as lead convenor of the CBD at the local level.  A CSO co-convenor will be identified by the Alternative Law Groups (ALG), lead implementing project partner, from among its member-organizations working on the ground to assist the CHR in this effort.

It was a good opportunity for the project to engage once again with the Regional Directors who shared their experiences on the conduct of CBDs, particularly opportunities and challenges toward the effective performance of their role as lead convenor of the CBD at the local level.  The representatives of the PSC also shared their ideas and insights.

Overall, it was a productive and enlightening conversation in pursuit of advancing the institutionalization of the CBD mechanism within the next two years.
