Transnational Organised Crime Investigation Training
2nd Investigation Training workshop on Transnational Organised Crime

From 28 September 2020 to 2 October 2020, the Hanns Seidel Foundation (HSF), together with the Department of Provincial Administration (DOPA), the Department of Special Investigation and the National Crime Agency, organized the 2nd workshop on transnational crime for Thailand’s government investigators and law enforcement officials. The main subjects are cybercrime, especially sexual abuse towards children, and digital evidence acquisition which will help improve Thailand’s international investigation standard.

The “2nd Investigation Training workshop on Transnational Organized Crime: Investigation Phase” was held from 28 September 2020 to 2 October 2020 with the cooperation of the Department of Provincial Administration (DOPA), the Department of Special Investigation and the National Crime Agency. The aims of the event are to enhance the capacity of law enforces, investigate and prevent transnational crime, child abuse and human trafficking. This is the second workshop which was directly held after the lockdown under strict health regulations from 8 – 10 June 2020 at Kantary Hotel Ayuthaya.

The main initiators of this event were Dr. Ratthawit Jitsucharitwong, Director of Criminal Investigation Division, Bureau of Investigation and Legal Affairs, the Department of Provincial Administration (DOPA), the Ministry of Interior and Pol.Capt. Khemachart Prakyhongmanee, Deputy Director of Bureau of Foreign Affairs and Transnational Crime, the Department of Special Investigation (DSI), the Ministry of Justice. During the event, Dr. Ratthawit Jitsucharitwong mentioned that in the globalisation era, transnational crimes are important problems for all countries nowadays, especially child molestation through internet. The main causes are from the development of technology and media to which investigators and law enforcement officials should pay attention.

The lecturers of the workshop were Thai experts such as Mr. Mana Simma, Law Expert from the Criminal Investigation Division, the Department of Provincial Administration (DOPA) and Dr. Mark Charoenwong, Provincial Public Prosecutor attached to the Office of the Attorney General, who came to share knowledge about how to gather evidences in the right way for a successful proceeding compliant to the international standard.

Furthermore, foreign experts from the Federal Bureau of Investigation (FBI), the Homeland Security Investigation (HSI), the United States Secret Service (USSS), etc. also participated as guest lecturers in order to share their expertise in e.g. investigation methods and digital evidence acquisition. These experts underline the goal of the DSI and the DOPA to reach a higher international standard in the fight of Transnational Organized Crime.
