Training on Climate Change Negotiation for Beginners
From July 16-19, 2024, a Climate Change Negotiation Training was held in Tangerang Selatan, attended by 20 senior officers from KLHK. These participants, who had not previously been involved in international negotiation forums, were identified as having strong potential to become effective climate change negotiators. The training focused on enhancing their understanding of the complexities of climate change negotiations, including negotiation strategies, international frameworks, and the procedural mechanisms of UNFCCC discussions.
To ensure a comprehensive learning experience, experts from the Ministry of Foreign Affairs (MoFA), KLHK, and the Ministry of Finance delivered key modules such as:
Multilateral Negotiation on Climate Change Issues
National Policy on Climate Change Control
Key UNFCCC Agenda Topics (Climate Finance, Adaptation and Loss & Damage, Mitigation, and Article 6 of the Paris Agreement)
Plenary Role-Play: National Statement Presentation
Negotiation Role-Play: Practical Simulation

Measuring Progress and Impact
Before the training, participants underwent a pre-test to assess their initial knowledge. At the end of the program, a post-test was conducted to evaluate their progress. The results demonstrated a remarkable improvement. An evaluation conducted by MoFA further highlighted the participants’ ability to prepare national statements, assume leadership roles (including representing heads of state), and engage in negotiation simulations. Despite having no prior experience in international climate negotiations, the participants demonstrated confidence and adaptability in role-play sessions. Many noted that the interactive negotiation exercises were the most memorable and impactful part of the training.
