The publication is written in Myanmar and English and can be read simultaneously side-by-side, with the pages right next to each other. “Shades of Federalism, Volume 1” includes five articles written by international experts on federalism. It is designed to provide short and comprehensive introductions on different aspects – or “shades” of federalism. Whatever the reader’s academic or educational background is, no previous knowledge on the topic is needed to enjoy these articles and it is a perfect first step on the way to learn about the broad field of federalism.

Excerpt from the preface:
“Discussing and debating federalism, and its many shades, forms and sub-topics, has become an essential element of the political discourse in Myanmar. Since the move to parliamentary democracy after the first free elections in 2010, and particularly since the signing of the Nationwide Ceasefire Agreement (NCA) between eight ethnic armed organisations (EAOs) and the Tatmadaw in 2015, federalism has become an intense debate.

The short contributions in this volume look at some of the theoretical aspects in the debate on federalism. They discuss elements such as shared-rule and self-rule, the link to minority rights, linguistic rights’ protection and the potential of federalism to overcome violent conflict. Each paper takes a particular view on an aspect of federalism, demonstrating its complexity, both in academic and in very practical terms.”

The "Shades of Federalism" is a cooperation between 50 Shades of Federalism and the Hanns Seidel Foundation - Myanmar.

50 Shades of Federalism is a project established in October 2017 at Canterbury Christ Church University to help inform debate about many issues related to the topic of ‘federalism’. Articles, written by some of the leading scholars and practitioners in the field, will be published on a weekly basis. Having identified five main themes – Case Studies, Conflict Resolution, Diversity Management, Policies and Theory – the central aim of this project is to provide succinct, easy accessible, high quality research articles free of charge.
